Plymouth nursery provided 'ideal environment' in which workers could abuse children

The Safeguarding Children,s Board in Plymouth has published an executive summary of the serious case review carried out in the wake of the case.
The nursery where paedophile Vanessa George worked has been described as an 'ideal environment' in which she was able to abuse children in her care.
A report into the Little Ted's nursery in Plymouth details a lack of effective external scrutiny and poor internal management.
And while it says that no-one could have predicted that George would be a risk to children, her co-workers failed to raise the alarm when they became worried about her behaviour.
A serious case review is recommending there should be extra safeguards - like encouraging whistle-blowing when staff have concerns, ensuring parents are kept informed about their children's progress, and making sure child protection rules are applied.
Ofsted have released this statement in response to the report:

"At Ofsted we take our role in the inspection and regulation of nurseries extremely seriously. We undertake inspection as set out in the relevant legislation and our staff will always seek to get an accurate picture of what is happening in a nursery at the time of inspection.
Some of the issues raised in the report require a wider debate on roles and responsibilities within the early years sector. Ofsted is already contributing to the Government's review of the Early Years Foundation Stage.
Today's serious case review highlights a number of areas of concern. It is important that lessons are learnt from this case. Ofsted has already implemented a number of changes in the way we work as a result of this review and to address the recommendations made.
These include: speeding up our complaints process; improving the sharing of information with local authorities - including the introduction of a link inspector for each local area; and ensuring any complaints about nurseries are looked at taking the full history of previous complaints about the provision into consideration.
Ofsted will always investigate concerns raised about the quality of provision and safety of children at any nursery. Anyone can raise concerns including Local Authorities, parents and staff."
