During the early decades of the nineteenth century, Penzance Harbour was both the town’s economic lifeline and one of its greatest financial burdens. Council proceedings from this period show repeated concern over storm damage, quay repairs, and the cost of maintaining the pier in a serviceable condition.


Long before the later Victorian expansions, the harbour required constant attention simply to remain operational.
