Two police officers have been taken off operational duty after they smashed the window and kicked the windscreen of a pensioner's car following a 17-minute chase.
The pursuit began when Robert Clive Whatley, 70, drove away while Gwent Police officers were issuing him with a fixed penalty notice for not wearing a seatbelt.
