When I was dealing with such matters in Cowell, Drewitt and Wheatly, full plans, showing that the whole building met with current legislation, together with a full application was submitted for approval by The County Magistrates, following such necessary prior approvals.

The notice implies that the license holder was repeatedly told to comply with the license act and chose to ignore the order. This order above should not be confused with the premises license closure as they are two different animals. The DPS (Designated Premises Supervisors) would have been served notice that his/her act contravenes the license act 2003. Therefore the Licensing committee (now held at the Cornwall Council) would have no choice but to serve a closure order.
Basically for the police to call a closure order on licensed premises need the weight of a chief inspector these days.
Great - it was just that I thought the circumstances demanded we retain clarity in case of any adverse reaction from quarters that Picture Penzance would rather avoid.
