The small white sign is a Polite Notice from the owners disclaiming any responsibility for any injury to anyone entering the building. Fair enough in itself, but how long has it been left like this?
Providing that the building is accessible to the public (no barriers, locked doors and so on) then they are still liable for loss and injury. If the entity that owns the building is a limited company then they have to have liability insurance by law...... Either way the notice is just that, a polite notice and will not hold up in a court of law in the event of a claim.
