The bottom of Chapel Street from St Mary's churchyard, 2005

Building on the right is the 1901 Bonded Store, later taken over by Taylor s Garages as parking, I believe, and now Isles of Scilly Steamship Company. Down the lane to the right is the third Penzance Custom House, built 1812.
 
Obviously, a pedestrian (with a walking stick) has the idea that it must be a pedestrian precinct, since the pavement is being used as a free carpark.
