Thomas Allom was the engraver - this is probably etched onto steel before being printed with an off-set lithograph machine
 
I have a fairly large collection of these Allom originals. Very few can be uploaded here as they are of subjects outside of Penwith.

The Illustration is 'from' Devonshire and Cornwall illustrated from original drawings by Thomas Allom, W.H. Bartlett, andc, with historical and topographical descriptions by J. Britton and E.W. Brayley.

Thomas Allom was a talented architect and illustrator, under articleship to Francis Goodwin he produced many topographical drawings. The book was printed in 1832.
 
I have since found a copy of the book, printed at a different date that I was led to believe. In that it states it was indeed engraved on steel by various engravers, but the art work was categorically by T Allom. Date of the first book [Devonshire] is 1825. Date of the second book [Cornwall] being marked 1832. I was pleasantly surprised to discover that steel plate engraving was introduced in Britain in 1821, and taken up by Charles Heath, the practice spread through to other engravers. It was widespread 1840 onwards.
