These were days before cherry-pickers, and I doubt that someone balanced on one of the light poles. What they did have was a telescopic timber frame on the back of lorries (or asa separate unit, towed behind the truck) to reach lights and eaves, etc. Wound up and down on a ratchet and rail. I would have imagined they used one of those.
Springing thoughts Nr 2 ... it could well be that the photographer took the opportunity to get this picture whilst the jack frame was being used to fix the lights?
