Unknown Parade - a number of people are looking upwards - either at the top of the flagpole which is out of shot - or at something flying past... is this Penzance?

You need Planning Permission for the Flagpole - not the Flag. Popular misconception that authorities are unfeeling mindless morons, I wonder where some people get that impression in the first place?
Yes, I do think that this is an open space in Penzance, such as Morrab Gradens; look for old photographs of Penzance with flags aloft. That should keep you busy for a while.
council.... need I say more. Anyway I thought them for 5 years until the flag degraded to badly...... They ve never forgotten me at the council offices read# read# :-x :-x I ll do it again.
