Yes, at a first glance I took it to be Irvine Moon.

Yes, right on all scores! The Jamboree was held in Babbacombe, near/part of Torquay. There was a patch for each boy scout troop in the major section and a field for senior scouts alone who went off daily to different activities outside such as caving in the Red Rift Cavern etc, canoeing at Dartington, pony trekking on Dartmoor and many others. I chose Caving and Canoeing.
