This driver has completely blocked the pavement access. He's also on double yellow lines. I know of disabled people who regularly use this pavement in their electric wheelchairs and would be obstructed by this car. Take a look at the reflection in the windscreen.... yes that's a disabled badge. I would have thought that they would have known better.
What's that I hear you say..... is that a white car on the pavement just over the cars roof?
