The Latest Statement made to the BBC is that plans are now beginning to consider the new Scillonian to be based at Falmouth, with all freight management handled at that port, for the Scillonian to sail from there, and to call in at Penzance to collect and disembark passengers. Just how this falls in with financial plans and fare structure remains to be seen. The fuel requirements now being doubled, asks the question as to whether or not some design work is now required for the new Scillonian. Since the Helicopter link is due to be closed in 2010, just how that all affects employment and ticketing in Penzance is not known; also one hopes that Skybus will continue.
Trouble is that they did their planning and fiscal arrangements before they asked the people that mattered.
From what I can see this RP plan will be working in tandem with that of the IoSSCo ship, whatever that will be, at least in the short term.
