A few of these in Morrab Gardens too. All the little bulbous bits on the stalks must either be seeds or at least a method to reproduce. Loads were dropped last year and I collected some and planted them up. Did nothing for ages but now 3 out of the four I have are doing pretty well. Wonder how long it will take before they reach this height! A seed I found in a bag of dried dates germinated and that's making slow but sure progress too.
