Thousands of unemployed workers who already face tough competition for every job vacancy risk being penalised in a revamp on benefits, it has been warned.
Planned changes to the benefits system will see those claiming Job Seekers' Allowance for 12 months or more face a 10 per cent cut in their housing benefit.
The National Housing Federation warned the change took no account of the state of local employment markets and could see thousands of jobless families plunged into poverty and increasing debt as they struggle to make up the shortfall in rent.
It comes as research by the University of York suggests more than 130,000 hard up households across the country will lose £475 a year on average from their housing benefit payments if they are out of work for more than a year.
Jenny Allen, South West Regional Manager for the National Housing Federation said: "With the Government planning to move large numbers of people from incapacity benefit onto Job Seeker's Allowance we can expect to see even more people affected in the South West if they are also in receipt of housing benefit.
"Given the current economic climate it's not surprising there's such high demand for vacancies around the region and reducing the housing allowance for those out of work means punishing people for failing to find a job in a very difficult market."
New figures show there are up to 12 unemployed people actively seeking work for every vacancy in parts of the Westcountry.
The highest ratio (11.8) of benefits claimants is in Torridge where there are 1,027 claimants for every 87 vacancies. In Plymouth it is 8.5 and in Cornwall 5.8.
Across the wider South West there are more than 79,400 Job Seeker's Allowance claimants, actively looking for work. With just over 22,000 jobs there are 3.6 claimants per vacancy.
The housing federation warned the situation further reduced the chances of the 9,000 or so people who have been seeking employment for 12 months or more.
The figures were released ahead of the publication of the Welfare Reform Bill.
Campaigners are hoping Liberal Democrat disquiet will lead to amendments.
Ms Allen added: "The present system allows for cuts to be made to job seekers' allowance for those who refuse to work, and while people should be encouraged into employment, threatening the homes of those who are unemployed isn't the right way.
"In fact, it's well known that it's harder for people to get a job if they don't have stable accommodation, so taking that away from them when they are trying to get back into active employment seems counter-intuitive."

May I suggest that there would be no need for all these cuts and "amendments" if this Country wasn't involved in a False Flag War. That's where a significant proportion of our taxes goes. It doesn't take much working out, just study the Defence Bill from any previous year. Is there any other reason that the recordings and documentation regarding the invasion of Iraq and Afghanistan are "Classified For 100 Years" instead of the usual twenty five or so ? No, it's just so that politicians like Tony Bliar and co will be dead, and avoid prosecution, bunch of traitors and cowards the lot of 'em. We've been sold so many lies now, they think they can get away with anything, and they probably will while we cling on to the "Stiff Upper Lip" ideology. Countries like Egypt and Tunisia are showing what needs to be done to get this money grabbing bunch off our backs. Once again Russian TV has total coverage of what's been happening in Egypt, while the publicly funded BBC blames the people and calls them agitators and protestors. If anyone is interested in real, old fashioned reporting, check out RT on you tube or read John Pilger on his web site,'cos you sure ain't getting the truth from the six o'clock news.

Vatican Bank Slush Fund.

Corruption and greed at some very high levels, at the Vatican Bank.

Slush fund accounts of major US politicians identified and seized at Vatican Bank (Rome). Connection established with Daniel Dal Bosco RICO indictment, which cites Giancarlo Bruno, Silvio Berlusconi & Ban Ki Moon.

On Wednesday 5th January 2011, it emerged that US establishment-related slush fund accounts had been located in, and seized from, the Vatican Bank in Rome. The source of funds for these accounts in almost every instance was found to be the US Treasury.

Beneficiaries of the covert Vatican accounts include Barack Obama, Michelle Obama and each of the Obama children, Michelle Obama’s mother, all the Bushes and the Clintons, including Chelsea Clinton, Joe Biden, Timothy Geithner, Janet Napolitano, several US Senators, including Mitch McConnell, several US Congressmen including John Boehner, several US Military Chiefs of Staff, the US Provost Marshal, the US Judge Advocate General, the US Supreme Court Chief Justice, John Roberts, several US Judges, the Pope, and several cardinals.

Big money was found in each of the accounts. The longer the beneficiaries have been in office, the greater the account balances were found to be. They range from a few million USD to more than a billion USD in the case of John Roberts. The total number of slush fund accounts so far identified at the Vatican Bank is said to be between 600 and 700. This number is likely to grow as international élite corruption investigations spread worldwide.

The disclosures have split the Roman Catholic Legatus organisation down the middle. Elizabeth Windsor (Queen Elizabeth II of England) is in the know and is intimately involved in the swirling and fissiparous covert power plays.
