Under legislation likely to come in next year anyone clamping a vehicle or towing it away will also face penalties.

Patrick Troy from the British Parking Association says that banning clampers will just lead to other problems, "How do you protect the land in front of your house if there is no ultimate deterrent to stop people parking there?"
